The provincial commissar as the top executive in ruling the Nizhni Novgorod province during the provisional government period

This article views the issue of provincial commissars as a representative of the Provisional Government local authorities. The article analyzes the provincial commissioner’s legal status in the government system in the Nizhny Novgorod province as an example. His rights and duties are distinguished and described. The author gives a general description of the provincial commissar position’s legal status.
