In the context of global challenges to food security and the transformation of international economic relations, Russia's agro-industrial complex faces the need to find new growth models. One of these mechanisms is cross-cluster cooperation, a form of interaction that goes beyond individual industries and national borders, allowing combining the competencies, technologies and resources of various clusters to create a synergistic effect. The purpose of this article is a comprehensive analysis of the potential and prospects of cross–cluster cooperation between Russia and foreign countries in the field of agriculture. Based on a review of the scientific literature and an analysis of existing practices, the advantages of cross-cluster models are identified, such as attracting investments, access to new technologies and markets, as well as strengthening innovation activity. At the same time, systemic barriers that hinder the development of cooperation are being investigated.: institutional and legal differences, lack of infrastructure, shortage of qualified personnel, and geopolitical instability. The article suggests specific ways to solve these problems, including the formation of an adaptive regulatory framework, the development of cross-border logistics, the creation of international platforms for dialogue and the implementation of pilot projects. The results of the study can be used in the development of state cluster policy and programs of international agro-industrial partnership.
