NATIONAL PROJECTS AS A TOOL FOR THE SOCIOECONOMIC AND TECHNOLOGICAL DEVELOPMENT OF THE RUSSIAN FEDERATION

This article examines the development of the project-based approach at the international level and national projects in the Russian Federation, the relationship between national projects and the national goals of the Russian Federation, and the financing of national projects. National projects are among the tools used globally since the global economic crisis of 1929-1932 to address national challenges. National projects have been most actively used in many countries since the 2000s to address social issues and infrastructure development. The aim of this paper is to examine the economic and legal aspects of national project implementation. As a scientific innovation, the author systematizes and highlights the essential characteristics of national projects, offers her own understanding of the definition of "national project," and identifies a number of legal and financial issues associated with the implementation of national projects.
