This text addresses the issue of coercion to give testimony as a threat to the foundations of justice, as provided for in Article 302 of the Criminal Code of the Russian Federation. The analysis identifies the entrenched "quota" system for evaluating law enforcement performance as a key cause of this phenomenon, which incentivizes officers to engage in unlawful actions. The author highlights the problem of distinguishing between torture and abuse in legislation, which creates difficulties for law enforcement practice. In conclusion, a set of organizational, educational, and technological measures is proposed, aimed at eradicating this problem and strengthening the guarantees for establishing the objective truth in a case.
