The article analyzes the level of financial literacy among various population groups in Russia over the period 2022–2025, based on data from the Bank of Russia, NAFI, VTsIOM, and the Ministry of Finance. A pronounced differentiation in financial literacy by age, income, and territorial groups has been identified alongside an overall increase in average indicators. The paradox of simultaneous growth in financial knowledge and fraud-related losses is examined. State policy measures, educational and corporate programs are systematized and evaluated. The need for a transition from quantitative expansion of coverage to qualitative transformation of financial literacy program content is substantiated.
