The article proposes an understanding of the modern social order as an interconnected unity of individual behavioral strategies and the current institutional system. The mechanism of the social order is specified, which is based on the transfer of knowledge and competencies during the process of personal socialization. The article describes the political and economic forms of the social order, which are represented by inclusive or extractive institutions that regulate the open or limited access of economic actors to scarce resources. The phenomenon of the "institutional trap" has been identified, which is a complementary integrity of "bad" political and economic institutions. The failures of the current order in the domestic economy, which does not ensure the expanded reproduction of new knowledge, have been shown. The article substantiates the imperative of forming an expanded order of human cooperation in the national economy, which is intended to increase the efficiency of using rare resources. It is verified that a new political and economic elite, which has authority and a real vision of the key problems of modern development, should become a critical subject that will ensure the domestic economy's exit from the "institutional trap."
