STATE CONTROL IN THE USSR AS AN ELEMENT OF GOAL-SETTING IN THE STATE MECHANISM

The article explores the phenomenon of state control in the Soviet Union through the lens of its development, not as a narrow supervisory function, but as a system-forming element of the state mechanism, directly related to the processes of goal-setting and the implementation of large-scale socio-economic tasks. It analyzes its role in creating a closed cycle of «setting goals, mobilizing resources, monitoring implementation, and adjusting goals».
