LOCAL SELF-GOVERNMENT 2025: TRANSFORMATION IN THE CONTEXT OF BUILDING A UNIFIED SYSTEM OF PUBLIC AUTHORITY

The article is devoted to the analysis of the transformations of the system of local self-government in the Russian Federation in the context of the implementation of the constitutional model of a unified system of public power. Based on legislative innovations, namely Federal Law No. 33-FZ dated March 20, 2025 "On the general principles of the organization of local Self-government in the unified system of public Authority", the key directions of transformation of the legal status of the system of local self-government and its individual elements are identified. Special attention is paid to the study of new mechanisms for the formation of local governments, as well as the institution of responsibility of heads of municipalities to regional government authorities. The scientific novelty of the study lies in a comprehensive assessment of the transition from a decentralized model of local government to an integrated system of public authority.
