COMPARATIVE ANALYZE OF RUSSIAN LEGISLATION IN THE FIELD OF AUTONOMOUS NAVIGATION VS DRAFT INTERNATIONAL CODE ON MARITIME AUTONOMOUS SURFACE SHIPS

Technical research and practical implementation of autonomous shipping technologies are coming to shipping industry and the world transport fleet is on the verge of a new technological revolution associated with the industrial operation of autonomous (unmanned) vessels. In order to create the necessary legal mechanisms to stimulate the use of innovative technologies in maritime and inland water transport, the Russian Federation adopted a federal law on amendments to certain legislative acts regarding the regulation of legal relations arising during the operation of autonomous ships. The International Maritime Organization (IMO) has conducted a regulatory review of international legal instruments for their impact on the potential operation of autonomous ships and has decided to develop an international binding legal instrument that could ensure the operation of autonomous ships in the world's oceans. A specialized working group created by the IMO has developed a draft Code on Autonomous Ships, which is expected to become a mandatory legal instrument. This research, using the methodology of comparative law, provides a comparative analysis of Russian legislation and the International Code on Autonomous Ships being developed by the IMO.
