METHODS OF ASSESSING THE ECONOMIC POTENTIAL OF THE ARCTIC

The Arctic is a huge territory with great resource potential, the use of which gives the countries of presence great opportunities for the development of not only the Arctic territories, but also the whole country. The noticeable climate change in the Arctic provides additional opportunities for its development and resource extraction. Thus, the study of the economic potential of the Arctic and its resource possibilities, taking into account the current state of science and technology and trends in climate change, is the main purpose of writing the article. It is important to correctly assess the potential available in the Arctic using methods that allow for the most objective assessment of the availability of resources and the effectiveness of their use. The article evaluates the authors' scientific approaches to assessing the potential of the Arctic territories, describes the methods that are currently used most often in the scientific environment to study the potential of territories. The most frequently used methods of assessing the use of the potential of territories are identified: the functional distribution of available resources, the method of evaluating the achievement of planned indicators with actual ones, the model of the balance of distributive bases, the method of integral assessment, the index method and correlation and regression analysis. Based on the analysis, the positive and negative sides of each method are identified and their applicability in assessing the economic potential of the Arctic is determined. A method of integral assessment of the economic potential of the Arctic is proposed, which is based on an integrated approach to the use of quantitative indicators in the context of such groups as labor, production and macroeconomic. Based on the presented method, an integral indicator of the economic potential of all eight countries of territorial presence was calculated, on the basis of which a matrix of the countries' position was developed and strategic directions for the effective use of the economic potential of the Arctic countries were redefined. The research results presented in the article can be used in the development of organizational and economic mechanisms for the development of subsystems in the Arctic region of the Russian Federation, which allows creating conditions for the rational use of tangible and intangible assets of the region - natural resources, material and technical base, human capital.
