EXECUTIVE BODIES OF LOCAL SELF-GOVERNMENT (THEORETICAL AND LEGAL ASPECT)

After the collapse of the USSR in 1991, Russia began to form its own system of public authority, the foundations of which are defined in the Constitution of Russia of 1993. A certain novelty was the introduction of the institution of local self-government, the bodies of which are not part of the system of state authorities. This approach determined the difficulties with regulating the status of local self-government bodies, and first of all this concerns executive bodies (local administrations). The article considers both theoretical and regulatory issues related to the formation and functioning of local administrations in municipalities. Accordingly, the norms of the Constitution of Russia, federal laws, scientific works that address this issue are examined. The paper substantiates proposals for improving the legal status of local government executive bodies, in particular, it is proposed that local administration be managed collegially, and not solely by the head of the local administration, as is currently the case.
