Effective mechanism for implementation of innovation policy in implementing the growth strategy is an innovative scientific-educational complex, created onthe basis of higher educational institutions. Innovative scientific-educational complex can create any higher educational institution, regardless of ownership, capable of ensuring the unity of the educational process, research and innovation at all stages and phases of training, scientific andpedagogical staff.
