Features of information and knowledge in a "smart" economy

The article describes some conceptual aspects of the knowledge-based economy, analyzes the role of information and knowledge as a resource and as a good in a «smart» economy, specifies features of the information and knowledge applications, transforming an «educational person» into the main driving force and the value of a «smart» economy.
