The shadow economy significantly affects the economic andpolitical developments in Turkey. The author has collected and processed data on the experience of the calculation of the shadow economy in Turkey, Turkish leading economists, analyzed and disclosed features of the informal sector, describes the stages and factors of development of the shadow economy and attempts to describe the relationship between the dynamics of change of the shadow economy and the transformation of the state system to counter the shadow economy.
