Local government as a stabilizing factor in the formation and functioning of civil society

This paper reviews the Institute of Local Government in the Russian Federation as one of the basic, fundamental institutions of civil society and the stabilizing effect of its formation and development, the reasons of instability of local self-government in our country and the possible solutions to this problem.
