Social welfare in the context of Russian Economy modernization

The article analyzes the relationship between modernization and public welfare, specifies the problems of social welfare: income differentials and disparities in pay, a low share of business income, income from property and financial assets, the low level of social transfers, informal sources of income, which can become the barriers to success and effectiveness of modernization in Russian Federation.
