In this scientific article discusses ways of resolving the problem of struggle against illicit traffic in narcotic drugs and рsychotropic substаncеs and their analogues with the state program of the Russian Federation "illegal drug trafficking". The investigation of the essence of the aforementioned program with consideration of its main provisions of the author's position on the subject of the designated problems, made conclusions and their generalization.
