Formation of intellectual cluster in the region

The paper presents the regulation of regional intellectual formation of the cluster in order to increase the effectiveness of innovation businesses. Designed regulation includes general provisions, the wording of the basic concepts used, a description of the participants and their functional, mechanism and indicators for evaluating the performance of the cluster.
