Comparative analysis of the structure of international law and the concept of liability for protection

The author examined the concept RtoP as a possible "emerging norm" of international law in the framework of the norm formatiom in the international law. A comparative analysis of the structure of international law with the structure of the concept of responsibility to protect was carried out.
