The analysis of the standard and other acts regulating legal bases of activity of public administration allows to note with full confidence that the scientific turn, also practice of activity, both the legislator, and law enforcement officials strongly included the term "administration". This term which didn't receive so far legislative fixing is used practically in all spheres of public administration. In this regard questions of legal regulation of activity of public administration in the field of taxes and fees which weren't a subject of independent monographic research so far, get special sense and demand further studying.
