The article investigates the features of the prevention poverty and fight with poverty. To reveal the shortcomings of existing developments and to present these issues to discuss his original their development. The methodological basis of this study is a set of methods of scientific knowledge, of which occupies a leading place dialekticheky method. Used and scientific methods – analysis and synthesis, system – and public-scientific methods – formal-legal, comparative legal. In the course of scientific research emphasizes methods for system analysis. The Author to draw a conclusion as possibility descision problem poverty with help rightful approach.
