Solution to the problems of import substitution based on the implementation of the measures of state support

Studying the issue of import substitution we set ourselves as an object to analyze and to systematize the measures undertaken by the government to support domestic producers under the complicated conditions of the changing political course of Russia. The principal instruments for overcoming import dependence are represented by state-private partnership, allocation of funds in the form of subsidizing and co-financing of studies as well as grants and preferences in case of state procurements. Besides, an important part is assigned to privileges and budget guarantees. Evaluating these measures we propose to pay a special attention to developing specific sectoral plans which are to reflect particular mechanisms and events aimed at achieving the goals of import substitution with the consideration of the characteristics and problems of each sector.
