Political will and legal means in settlement special status of quasi-state formations

The article investigates the problem of the relation of political will and legal means in the settlement of special quasi status. Political will is the main factor in the settlement of “frozen” conflicts. Political will motivate the subjects of foreign relations act a certain way in matters of recognition or non-recognition of quasi-public entities. Legal means of resolving indeterminate political and quasi-legal status will only be applied when the political will is formed. This algorithm creates certain difficulties, since cultivates a policy of “double standards”.
