Innovative Development Strategy of the Russian Federation 2020 defined the basic elements of the support of innovative development of the country, at the federal level, a number of tools to support innovative activities for its revitalization, development and eliminating existing barriers is accepted. According to the implementation plan of the Strategy in 2015-2016, one of the most important in terms of the development of innovative business activities is the development and inclusion in the long-term programs of development of joint-stock companies with state participation and state corporations of the target indicators connected with innovation development. It causes the necessity of scientifically well-founded approach to working out of indicators of the companies participating in innovative process of the Russian economy. And it is caused by the necessity of carrying out the research aimed at finding balanced indicators of the performance evaluation of innovative development programs, which unlike existing techniques will be more convenient for comparison to the position of the improving innovative activity in a particular company.
