The relevance of the article due to the low methodological support of the process of developing regulatory and legal documentation of socially significant events in the sphere of education, science and youth policy. The paper shows the main features of the proposed method, the process of legal support. Define its place in the legal methodology. For example, the project enhance the global competitiveness of Russian universities uncovered the basic mechanisms of its use.
