The genesis of the concept of "organized transnational drug crime "in the Russian legal space

Ryabtsev Andrey Aleksandrovich  (The liquidation commission of the Federal Service Russian Federation for Drug Control )

The article deals with the history and nature of scientific understanding of the conceptual apparatus in the context of criminological problems caused by organized transnational activities in illicit drug production, trafficking and consumption of narcotic drugs and psychotropic substances. Based on the study of theoretical sources, the author distinguishes stages of formation of this definition depending on the legal, social and economic development of the state and opened the problem of its adequate reflection in normative legal acts, as well as in the forms of federal statistical observation. On the basis of materials of operative and investigative practices of law enforce-ment agencies a list of rules of criminal law on the crimes committed in the mechanism which actually present the transnational nature narkodeyatelnos-ti.
