The article shows the specificity of ecological safety of Turkmenistan in exploitation of mineral resources on the continental shelf of the Caspian sea. The stages of development of ecological and legal regulation of Turkmenistan. It is revealed that the basic law in the field of environmental protection is the Law of Turkmenistan "On nature protection" from March 1, 2014, which established the basic principles in the field of environmental protection. The analysis of the provisions of the Law of Turkmenistan "On nature protection" from March 1, 2014 Distinctions fundamental beginnings of legal regulation of Turkmenistan of these in the other Caspian States. Foreign investors are showing great interest in oil and gas fields on the Turkmen shelf of the Caspian sea, experts say that the share of hydrocarbons production by foreign companies will continue to grow. In the article the project of the Transcaspian gas pipeline, which is actively promoted by Turkmenistan and the Caspian with some States and shown the reasons why TRANS-Caspian gas pipeline is extremely dangerous for the ecological security of the entire Caspian sea. The article shows that the level of elaboration of ecological-legal regulation of environmental security in Turkmenistan, the quality of impact assessments prior to implementing oil and gas projects on the Turkmen shelf of the Caspian sea, unlike other Caspian States, such as the Russian Federation and Kazakhstan, is at a low level.
