Management problems of the cluster creation

The present paper contains an analysis of the problem of cluster management. It is demonstrated that the cluster due to its network nature cannot be directly managed, it can only be indirectly projected. This specific feature of clusters is one of the main obstacles that hinders implementation of clusters in Russia. It is demonstrated that it is the responsibility of central or regional authorities to project a cluster. Implementation of clusters should be based on the two-level model. One can say that the regional administration delegates the process of setting up the periphery to the anchor companies. A very important task of the regional administration is to set up a system of general institutional support. This support will make participation in the cluster attractive for its periphery. This model can be used to form an optimal (both from the point of view of regional authorities and needs of the cluster) portfolio of tools of direct administration and networking mechanisms.
