there were several pronounced "points" of growth in the world space-rocket industry last years showing the accelerated development of technologies and their successful application. The USA and China became the main "engines" of development of astronautics in the world. In this regard the article includes the space-rocket industry of these countries and operation on detection of their main system differences from each other and from the organization of branch in the Russian Federation, been the basis for their modern look and allowing with a sufficient level of confidence to consider as the basic factors orienting not on the comparative analysis with foreign space structures, but on detection of the internal new ideas and their forced implementation is carried out. Feature of the selected countries also allows to say about a low level of correlation of achievements in space-rocket technologies with any specific type of the nation-wide political and economic system that it allows to concentrate on the analysis of branch factors, or the factors influencing development of a cluster of branches. Besides, the analysis of the space-rocket industry of the USA and China which is carried out in article is guided by detection and the analysis of factors of their development taking into account a possibility of their implementation for transformation of the approaches to control of branch applied in our country. A reference point for carrying out researches is the analysis of the factors connected to existence of the intra-branch competition and resource support. The choice of these categories is defined by the classical economic analysis defining the competition as the progress engine, and resource support as the main instrument of implementation of the new ideas and sentences, which are worked out in the conditions of the competition. Taking into account the carried-out analysis detection of factors of the most optimum market model for the purpose of development of hi-tech production is carried out. Besides, the risks of public financing connected to stimulation of development of new production are considered. As the inference options of overcoming a problem of insufficiently dynamic development of the Russian space-rocket industry with the short analysis of their advantages and risks are offered. Besides, for the purpose of the most objective analysis it is offered to handle an issue of an assessment of other factors.
