On the issue of responsibility for theft of state property, municipal property and public property

The article is devoted to criminal liability for the theft of state municipal and public property. The authors analyzed the norms of the criminal legislation of the Soviet period and modern domestic criminal legislation concerning criminal responsibility for embezzlement of state, public and private property. The peculiarities of criminal liability for theft in the RSFSR and in the Russian Federation are considered. The authors come to the conclusion that it is necessary to introduce amendments and additions to the Criminal Code of the Russian Federation. In two versions: 1. Make changes in Part 1 of Art. 63 of the Criminal Code of the Russian Federation «Circumstances aggravating punishment». To state it in the following edition: B.1) causing damage to state, municipal or public property. 2. Include the indicated sign as qualifying as an article of a special part of the Criminal Code of the Russian Federation establishing liability for theft
