A system of special measures to prevent corruption crimes in public procurement

This article discloses a system of possible special measures affecting the prevention of corruption crimes in public procurement. The author specifically states that when designing a system of measures to prevent corruption crimes in public procurement, one must take into account that corruption is a complex criminal phenomenon determined by a large number of factors of diverse nature. It is concluded that the reform of the organization and functioning of the public procurement system should take place in the style of "anti-corruption management", unlike the rationalization of the bureaucracy, it should not be oriented specifically to counteract corruption offenses.
