Financial mechanism for ensuring social guarantees

The modern understanding of the foundations of social development proceeds from the premise that the social policy of the state should be aimed at creating conditions that ensure a decent life and free development of a person. In this regard, it is important to protect labor and human health, establish a guaranteed minimum wage, provide state support for the family, motherhood and childhood, disabled people and older citizens, develop social services, establish state pensions, benefits and other social security guarantees. Among the many diverse features that determine the relationships and trends in the development of modern society, there are two characteristic features, the importance of which can not be overemphasized. The first of them is expressed in the fact that the activity of the state acquires in the official documents an increasing and greater social orientation, i.e. in determining development priorities, human needs are increasingly taken into account as the highest values of society, in accordance with which the state social policy is built. An inalienable sphere of activity of any civilized society is the creation and improvement of an extensive and effective system of social protection, the main purpose of which is the all-round rendering of one-time or permanent assistance to an individual who has fallen into a difficult life situation in order to ensure the most complete self-realization. Socially-oriented market economy presupposes a significant activity of the state in solving social problems.
