This article highlights the problems associated with the definition of the form of government, as well as the factors influencing its formation. Analyses the position of modern authors, we compare different approaches to the understanding of the specified legal concepts. The study carried out in this article leads to the conclusion that at the moment it is necessary to be able to distinguish the form of government de jure and de facto, as well as to identify the root causes of this kind of discrepancies. For this purpose, the most important components of the state organism were chosen, which were grouped into political and legal factors and socio-economic ones. Further research focuses on socio-economic determinants as the most obvious and important from the point of view of the formation of the form of government. For each of the elements of the considered group of factors, historical, logical and legal examples are given with the identification of the regularity of their influence on the change of the form of government.
