The scientific work and its regulation: new approaches

The article deals with theoretical and methodological aspects of the organization and rationing of research works in a market economy; generalized methods of determining the complexity of scientific work, substantiated author's methodological approach to solving the problem, presents the results of the author's research on the development of norms and standards of research work, where the work is probabilistic and difficult to normalize. Recommendations on optimization of normative base of scientific organization labor costs by application of economic and mathematical methods are given.
