Structural and regional characteristics of the Russian banking system are largely driven by regions’ persisting social and economic development gaps. One of these gaps’ key indicators is the accessibility of the banking services by non-financial organisations and individuals. A lack in provision of these services might lead to uneven performance in different regions. This brings the need for the Bank of Russia to introduce a differentiated approach to banking regulation along with enhancing the effectiveness of its the preventive function.
