The relevance of the research subject is due to the fact that in economy the mobility of highly qualified personnel is an important factor in the accumulation of new knowledge and the development of human capital, ensuring economic growth and welfare of countries and regions. The purpose of this study is to generalization of theoretical approaches to the concept of mobility of human, labor, intellectual resources.
