The regulations of the commissions of the referendums as normative acts of a special kind: general principles and powers of the commissions of the referendums

According to the author, at present there is quite a clear trend to streamline the activities of various public authorities. This trend is due to the need to strengthen control over the activities of such bodies, and the goal of achieving greater openness, and hence clarity for society, the tasks facing such bodies, and ways to solve these socially significant problems. Election commissions and referendum commissions occupy a special place among the public authorities, since they do not belong to any of the traditional branches of government, but at the same time perform their state function – to ensure the participation of society in the government of the state through the formation of the legislative branch through elections and direct management through referendums. All this necessitates a scientific study of the current mechanism of administrative regulation of the activities of these commissions. As a result of the study, the author comes to the conclusion that the peculiarity of the administrative regulations of the commissions of referendums and election commissions is that: they are adopted by bodies that are not part of the system of state or municipal authorities; these regulations have all the features of normative legal acts; these regulations have common features with the administrative regulations of Executive authorities, but can not be attributed only to one of the types of such regulations, since they have a complex nature of regulation.
