Legal regulation of use of a subsoil: formation and modern problems

The Article is devoted to need to improvement of the «Subsoil law», adopted more than 25 years ago. The extensiveness of a range of legal issues doesn't allow to regulate subsurface use within one legal branch. The paper examines the influence of state interest in the exploration and extraction of minerals on the creation of a regulatory framework at different stages of the historical development of the industry. Along with the arguments in favor of improving the legislation, the author cites the possible difficulties caused by this process.
