Improving control over the implementation of the contract system in the sphere of construction

The article analyzes the main problems of the state contractual system in the field of construction with the aim of proposing measures to improve the integrated mechanism of budget control and monitoring. The legislative base of the public procurement control system in the Russian Federation is considered. Special attention is paid to Federal Law No. 44-ФЗ, in which more government purchases are made in the construction industry. It highlights its main principles and the problem of practical application associated with the lack of a model for evaluating the effectiveness of public procurement of construction works. The main risks associated with corruption schemes, the purpose of which is the abuse and theft of budget funds, are listed. The mechanism for improving the monitoring of the execution of the contract system in the construction industry with the participation of the Federal Treasury of the Russian Federation has been considered. The main types of treasury support of public procurement / contracts are highlighted. The risks that are eliminated within the framework of the budget control of state contracts and the shortcomings that remain relevant for practical solutions are listed. In conclusion, the proposed list of measures to address other pressing issues that contribute to the improvement of the system of control over the execution of the contract system in the construction industry.
