the article formulates measures of institutional support of lifelong professional learning and proposes economic forms of their implementation. Against the background of intensive technological development, it is necessary not only to adjust the communication processes between the state and business concerning training and retraining, but also to consolidate them institutionally, establishing economic forms of interaction.
