The article analyzes theoretical models, mechanisms of state policy in the field of entrepreneurship development. The list of actors that have an influence on policy making has been investigated. Analyzed the existing approaches that are used in various states for the development of entrepreneurial activity. The interdependence between objective and subjective processes in the field of economics and business has been revealed.
