The purpose of measures of criminal-legal character in the form of a judicial fine for the crime of public threat

A new institution of exemption with a judicial fine instead of a criminal liability was introduced by Federal law №322 of Criminal Procedure Code of the Russian Federation on 07.03.2016. Practice of exemption from liability by paragraph 25.1 of Criminal Procedure Code reflects lack of an unified position of courts in relation to crimes against public interest. The article points on contradictions in judicial practice and shows possible ways to fix such contradictions in cases related to crimes against public interest and crimes with two objects of the criminal encroachment.
