Open and transparent management of socio-economic development in the region: analysis of the state and problems of implementation

The article considers the features of management of socio-economic development in the region on the basis of the analysis of the use of infocommunication tools that promote openness and transparency on the example of the Lipetsk region. The level of openness of budget data in the region is analyzed, the problems of organizing and conducting public hearings are highlighted. The features of functioning of some federal services in the Lipetsk region are investigated: «Open data», «Electronic government», «Your control». The problem of low motivation of representatives of executive authorities to effective, transparent and open activity is revealed. The necessity of forming a mechanism of public responsibility on the basis of improving infocommunication tools of transparency and openness is proved.
