On the priority task of state corporations to invest in jobs for specialists with a high level of human capital

The article shows that the priorities in the state policy correspond to the priorities of the strategy of state corporations in the direction of human capital development of their employee's Russian state corporations have all objective prerequisites to effectively solve the problem of human capital development. To correspond to this task, state corporations must not only develop the human capital of their employees but also ensure the demand and effective use of specialists with a high level of human capital. The algorithm of rotation is considered, it's being shown it is one of the effective tools for training and maintaining workers with a high level of demand for human capital. It's highlighted the development of criteria and methods for assessing the effectiveness of human capital is a priority in the projects of its development.
