Report of professor S. N. Bulgakov at the local council of the ROC1917–1918 in the context of the council discussion on the legal status of the church in the state

The question of the development of Church-state relations was constantly on the agenda of the local Council and was continuously discussed at all its sessions. November 15, 1917 S. N. Bulgakov made a report on the legal status of the Church in the state, in which he denied, recognizing "absurd", the principle of separation of Church and state. In General, the report of S. N. Bulgakov and the draft Declaration proposed by him clearly did not meet the current political situation, were based solely on dogmatics and historical plots, mostly divorced from actual reality. At the same time, this approach was typical for the participants of the Council as a whole. Neither the report nor the Declaration proposed any bill on the status of the Church.
