To date, the main item of income of the country's budget is presented in the form of oil exports. The share of the oil and gas industry in the Russian economy in 2012 amounted to 20% of the gross domestic product, half of which is the cost of export – oriented oil, oil and gas and half of GDP is the assessment of their domestic consumption at world prices [1]. According to experts, for the planning period 2017-2020 the budget of the Russian Federation will maintain the current trend of the ratio of income of the oil and gas and non-oil sectors.
