Municipalities: The Difficulties of Classification and Determination of Consistency

The article is devoted to the problem of classification and determination of territory of municipalities in accordance with the Federal Law «On the General Principles of the Organization of Local Self-Government in the Russian Federation» of October 6, 2003 №131. Each type of municipality is viewed and analyzed by consistency. The current two-level system of territorial organization of local self-government is also analyzed. The article explains and clarifies the distribution of the types of municipalities at the appropriate levels. The latest novelties of legislation in this area are highlighted.
