Spatial potential in the current economic model of the region: problems and conditions of implementation

The article analyzes the specifics of spatial potential from the point of view of exclusively Russian reality, in order to preserve the integrity of territorial unity and economic development. The main problems of development of spatial potential for the purpose of the offer of actions of its practical use in the operating model of economy are listed. It is noted that the technological backwardness limits the possibility of productive use of domestic space, orients the economy to the rise of raw materials industries, which leads to inefficient use of resources, forms a zone of systemic depression, etc. Briefly analyse the legislative framework on the territorial (spatial) development, in particular, specifies that the Budget code of the Russian Federation is inconsistency concerning the presentation of budgetary powers between levels of government, it does not spell out the definition of budget authority, and budget right. On the other hand, the concept of long-term socio-economic development of the Russian Federation for the period up to 2030 it assumes the "compression" of sparsely populated regional territories as a restriction on the use of space, essentially fixes the ban on the development of so-called non-viable settlements, which blocks the development of the overall spatial potential in the future. A number of existing contradictions in the development of spatial potential due to their objective nature and the containment of the rise of the real economy are considered. It is concluded that the current model of the domestic economy increases the obstacles to spatial development, which distort its content at all levels, complicate socio-economic relations, exacerbate existing imbalances. Of course, the unresolved problems of the regions not only have a negative impact on their livelihoods, do not contribute to overcoming the crisis, and such a situation already threatens the territorial unity of the country. The measures to ensure the development of the Russian spatial potential are formulated and the forms of their implementation are proposed, including in the aspect of the need for the arrangement of modern infrastructure on the basis of the potential of advanced technologies and new management decisions.
