The formation of a methodology for qualification assessment and certification of personnel of the rocket and space industry in Russia

The article considers issues related to the formation of a grade system, which is a scale for evaluating and ranking posts in accordance with their level of significance for the organization. Methods are described that are applicable in assessing personnel within the framework of the methodology described in the article: questioning, certification, and evaluations using key performance indicators. The structure of an application form for an employee’s resume and a specialized questionnaire is proposed for additional verification of special aspects of individual competencies for senior positions. The design structure of the map of individual key performance indicators of engineering and technical employees of VNIIEM Corporation JSC is considered. The formula for the integral percentage of KPI fulfillment for an employee of the Corporation is proposed, as well as possible recommendations are formulated based on the results of engineering and engineering assessment through an individual KPI system.
