The sources and limits of financing public-private partnership projects in the field of subsoil use

In article sources and current limitations on financing of projects of public-private partnership in subsurface use are considered. It is noted that in the Russian Federation the scheme of debt financing of projects of PPP in subsurface use did not gain due distribution because of insufficiency of their legal regulation in the current legislation. It is offered to consider the cost of attraction of budgetary funds through a discount rate. For cases when attraction of necessary budgetary funds by the public partner is theoretically impossible owing to excess of limits of loans, it is offered to use additional criterion of comparison - the budgetary effect of the speed of introduction of an object to operation.
